Customizing and debug authorizations
For debugging in the SAP system, the user must have the following authorization objects:

S_DEVELOP
-
S_PROGRAM
The user must be a dialog user. Other users (system users) cannot debug.
Authorization check for function groups (all SAP-Basis release)
